Signals & Consequence is Matthew R. Ramírez’s independent publication on decision intelligence: the signals, systems, and forces that shape consequential choices.
Matthew is an attorney, former federal prosecutor, and founder of Susurro Intelligence. He writes about how evidence, institutions, incentives, language, risk, and power interact when decisions matter.
Independent by design
Signals & Consequence is independently authored by Matthew. It is not a law-firm publication, client bulletin, government or institutional channel, political newsletter, or Susurro’s corporate press room.
The relationship to Susurro is direct but bounded. Susurro is Matthew’s private decision-intelligence firm, applying disciplined analysis across complex business, policy, dispute, and language environments. Signals & Consequence is where Matthew develops and publishes his own analysis; it does not speak for Susurro’s clients or any other organization.
The standard
Work published here aims to distinguish evidence from inference, identify what is known and unknown, make assumptions visible, and clarify what could change the decision.
